- Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.
- Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing.
Assists in the administration of a County hospital or health center by managing and coordinating the supporting services for the patient care programs of a moderate sized area of the hospital or health center.
Essential Job Functions
Develops policies and procedures for the effective operation of hospital and health center services in the assigned areas; initiates corrective action if services do not meet established standards.
Supervises the work of a small administrative, hospital, or health centersupport staff.
Assists in coordinating the operation of the hospital or health center with other divisions of the Department of Health Services, other County departments, and outside agencies.
Conducts operational studies to recommend adjustments in the organization, staffing, systems and procedures.
Develops and controls the annual budget for the assigned area.
Conducts special investigations and participates on committees considering and developing recommendations for the solution of problems having hospital or health center-wide impact.
Develops plans for reorganization or decentralization of hospital or health center services; and supervises the implementation of the changes.
Recommends space allocations for assigned areas and activities; analyzes and approves proposed space remodeling; coordinates implementation of space changes or move.
Represents the unit administrator on various hospital or health center committees.Privacy
Responsible for the protection of patient privacy as the Privacy Officer; actively participates in activities that support the Department of Health Services (DHS) Privacy Security Compliance Program and works closely with Departmental Information Security Officer(s) to ensure the inclusion of privacy and security requirements into patient focused programs.
Assists in the identification, development, implementation and maintenance of DHS privacy and/or information security policies/procedures, workflow and/or standards including mitigation and corrective actions in response to policy and/or privacy violations/breaches reported by patients/family member and workforce members/
Initiates, facilitates and/or promotes proactive audits and compliance reviews to foster DHS workforce privacy and information security awareness within the facility; maintains current knowledge of applicable federal and state privacy laws and accreditation standards and serves as a technical advisor to Health Center Group (HCG) Directors, Medical Directors, Nursing Directors and Administrators to ensure the integration of appropriate monitoring systems and other controls that affect privacy compliance.Safety and Emergency Planning
Serves as the primary liaison to Emergency Medical Services and Risk Management; attends quarterly Building Emergency Coordinators (BEC) meetings and the DHS Safety update.
Ensures that all facilities develop and maintain Business Continuity Plans (BCP) and that they are compatible with other DHS BCP; provides policy direction, training, guidance and technical assistance to the Directorsof each facility and their staff on issues of safety and emergency planning; and oversees the emergency communications.Compliance and Managed Care Liaison
Serves as primary liaison to the DHS Training and Organizational Development unit and DHS Audit and Compliance Unit; works with HCG Compliance Officers to ensure that all staff comply with mandated Human Resources trainings.
Provides policy direction, training, guidance and technical assistance to the Director of each HCG and staff to ensure that direct patient care is provided at the standard required by managed care plans; track and monitor grievances and complains to ensure that responses are made to patients and health plans in a timely manner; conducts audits or other quality control measures to ensure compliance with California Department of Managed Care Services and Managed Care Plan requirements.
Requirements SELECTION REQUIREMENTS:Option I
: Two (2) years of highly responsible administrative or staff experience in a healthcare setting* at the level of the County of Los Angeles class of Administrative Assistant III**, Supervising Administrative Assistant II*** or higher.Option II:
One (1) year of administrative experience in managing and coordinating supporting services for a small patient care program in a healthcare setting* at the level of the County of Los Angeles class of Assistant Hospital Administrator I**** or higher.PHYSICALCLASS II -Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.DESIRABLE QUALIFICATIONS:Additional credit will be given to applicants who possess the desirable qualification in excess of the Selection Requirements.

**Experience at the level of Administrative Assistant III in the County of Los Angeles is defined as: Defines, analyzes, and makes recommendations for the solution of highly complex operating, budgetary and financing, and other management problems of a County department, and participates in the implementation of their solution.
***Experience at the level of Supervising Administrative Assistant II in the County of Los Angeles is defined as: Plans and supervises the work of staff engaged in analyzing and making recommendations for the solution of problems of organization, budget, systems and procedures, facilities planning, program, general management and personnel in a large County department.
****Experience at the level of Assistant Hospital Administrator I in the County of Los Angeles is defined as: Assists in the administration of a County hospital by managing and coordinating the supporting services for the patient care programs of a small area of the hospital.
Additional Information EXAMINATION CONTENT:
This examination will consist of two parts:Part I -
An Evaluation of Experience and Desirable Qualifications based upon application information weighted 50%.Part II
- An Appraisal of Promotability which will evaluate Knowledge and Skills, Leadership and Management Skills, Analytical and Problem Solving Skills, Planning and Organizational Skills; and Customer Service and Interpersonal Skills. weighted 50%.Candidates must achieve a passing score of 70% or higher on each weighted part of this examination in order to be placed on the eligible register.ELIGIBILITY INFORMATION:
