The Sanitation Districts are currently recruiting to filltwo (2) Systems Analyst I, II positions in the Facilities Planning Department.

LOCATION:
FACILITIES PLANNING DEPARTMENT, INFORMATION TECHNOLOGY SECTION, APPLICATION SERVICES GROUP, JOINT ADMINISTRATION OFFICE, WHITTIER

ESSENTIAL FUNCTIONS:
To perform complex and technical analyses, design, programming, and support for Information Technology computer, network and/or telecommunication systems.

JOB SUMMARY:
Under the direction of a Senior Systems Analyst or higher classification, the incumbent will perform relational data modeling; collect project requirements; complete application systems analyses and designs; perform business process modeling; maintain database systems, online and middleware systems, and browser-based application systems; prepare formal application requirements and design documents; investigate potential solutions to complex technical problems; evaluate hardware and software requirements; evaluate and recommend third-party packages; provide functional and technical support for third-party enterprise applications; provide technical assistance in resolving application problems; code and implement software to perform specific systems support functions; consult with vendors to resolve software and hardware problems; research new and current technologies and provide recommendations for replacements of platforms, methodologies, systems, and applications; facilitate meeting with various customer groups; create and maintain software programs using a variety of programming languages; provide technical training; and perform related duties as required.

MINIMUM QUALIFICATIONS

Candidates must possess a valid California Class C driver license; - AND - A bachelor's degree in computer science or a closely related field from an accredited college or university; - AND - One year of experience as a Programmer Analyst with the County Sanitation Districts of Los Angeles County; - OR - Four years of related experience installing, configuring, monitoring and maintaining complex computer network and telecommunication systems; -OR- four years of related experience in applications design and programming analysis support. A master's degree in computer science or close related field may be substituted for one year of the required experience. For Systems Analyst II: One year of experience as a Systems Analyst I at the County Sanitation Districts of Los Angeles County.

DESIRABLE QUALIFICATIONS:
Experience with: Java application development; Apache Struts framework; web services; JavaScript; Microsoft T-SQL; Oracle PL/SQL; Oracle Essbase; query optimization; Oracle E-Business Suite; Oracle Hyperion; Oracle SOA Suite; Oracle JDeveloper; Oracle Applications Framework; Actuate BIRT Designer Professional; Oracle Hyperion Financial Reporting; ASP.NET; C#; Python; Oracle WebCenter Imaging; Oracle WebCenter Forms Recognition; Oracle WebCenter Enterprise Capture.

EXAMPLES OF ASSESSMENT CRITERIA

The competitive selection process may cover a knowledge of : The principles of systems analysis and design; interface design; standard methods and programming techniques; relational database design and normalization; Information Technology standards and procedures; methods and procedures of program and system documentation; the Software Development Lifecycle. The ability to : Analyze the computing needs of customer groups and recommend solutions; analyze, design, and document systems and procedures; provide instruction to others; organize and coordinate the work of project groups; communicate clearly and effectively both orally and in writing; coordinate and change priorities between concurrent work assignments.

SELECTION PROCESS:

  • The selection process will consist of an Oral Interview weighted at 100%.
  • An Eligibility List will be established based upon the qualified candidate's interview score.
