Salary: $55,633.64 - $85,119.46 Annually
Candidate must have aBachelor's degree in Airport Management, Business or Public administration, and four (4) years of professional airport, commercial, or industrial property management or administrative experience including two (2) years of supervision experience.
Licenses and Certificates : Texas Class "C" Driver's License or equivalent from another state.
Under direction, oversee, direct and administer the management, leasing and rental of airport properties and facilities.
Manage, administer, direct and market the Airport's properties, land and facility development. Involves: Oversee and coordinate the marketing, development and negotiation of ground and building leases for Airport land, office buildings, cargo facilities, parking facilities, hangers, and other related properties. Negotiate and interpret land and facility rental contracts/leases for new and existing land use determining rates based on size and use of space, location, responsibility for repairs and maintenance and terms of agreement. Manage and oversee complex real estate ground leases, and contracts for compliance with Airport policies and procedures including Federal, state and local laws and Federal Aviation Administration regulations, orders and standards pertaining to the development, use and management of airport properties. Coordinate appraisals of required property and land acquisitions. Inspect properties on a regular basis to ensure compliance with lease terms, Airport and safety practices. Prepare and monitor maintenance work requests, tenant improvement plans for new and existing facilities, manage transition of possession of leased properties. Maintain and foster tenant relationships as the primary Airport liaison to ensure regular communication with tenants occurs.
Oversight and management of the Airport's lease management programs and related database systems. Involves: Monitor and update current database on lease information including record-keeping of files on leases, permits, insurance documents, revenue documents, drawings, and specifications. Update property inventory, reports and manuals. Update lists of tenants. Notify tenants of adjustments in rental rates and create internal notifications regarding non-compliance and existing tenant operating parameters. Review the status of insurance and bonds.
Perform and review a variety of property related administrative assignments. Involves: Analyze and recommend rates and charges for the use of Airport properties and land. Develop and review an annual forecast of projected revenue from property and ground leases. Ensure that revenue and expenses are in accordance with projected budgets. Develop leasing and marketing policy recommendations. Prepare revenue data for statistics reporting. Prepare budgets for managed properties. Administer commencement and expiration of leases.
Represent the department and provide technical support, information and guidance to outside agencies including but not limited to state, federal and utility companies. Involves: Act as the liaison between the Airport and outside agencies such as state, federal and utility companies in relation to Airport properties, leases and contracts. Respond to requests for information on lease agreements, land use, right of way easements and related policies and procedures. Prepare comprehensive documents on lease agreements, acquisition and selling recommendation and special reports. Prepare and present information and materials to City Council or other city related meetings.
Supervise assigned personnel. Involves:Meet with supervisory and general staff on a regularly scheduled basis.Prioritize and coordinate section activities.Instruct, review, guide and check work.Prepare performance evaluations. Provide training and development.Enforce personnel rules, regulations, and work and safety standards.Counsel, motivate and maintain harmony.Interview applicants. Recommend hires, terminations, transfers, disciplinary action, payroll, leave, merit pay or other employee status changes.

Salary Range: $55,633.64 - $77,748.01 per year
The starting salary is generally at the beginning of the salary range.
