The Contra Costa County Employment and Human Services Department (EHSD) is recruiting to fill Social Worker II vacancies within Aging and Adult Services, Children and Family Services, and Whole Person Care CommunityConnect. This position will be assigned complex and specialized caseloads which require professional skills gained through graduate studies or extensive on-the-job training. In this position, you will be working directly with individuals or entire family systems with challenging dynamics that include abuse and/or neglect with the goal of preserving or restoring baseline functioning for the identified client system.
If assigned to the Children and Family Services Bureau, you will work in the areas of Abuse/Neglect Investigations, Case Management, Juvenile Court, Out-of-Home Placements, Family Reunification/Maintenance, Independent Living Program, Foster Home Licensing and Adoptions. If assigned to the Adult Protective Services, you will be responsible for investigating and mitigating abuse and neglect of elderly and dependent adults. If assigned to Whole Person Care CommunityConnect, you will be responsible for providing case management and care coordination for enrolled clients served by the County Health Care System.
EHSD offers Clinical LCSW/MFT pre-licensure group supervision and partial reimbursement for individual supervision. In addition, a bilingual differential is available for positions and incumbents designated as bilingual and meet the qualifications. The Social Worker II position is a flexibly-staffed position that offers a promotional opportunity to the Social Worker III class when all the minimum qualifications are met. Minimum Qualifications License Required:
- Interprets and applies complex laws, rules, regulations and procedures pertaining to child welfare and adult protective services
- Investigates complaints, makes psychosocial assessments of families and individuals, consults with and refers clients to appropriate community resources, if needed
- Identifies immediate and potential risk of abuse and negligence of children and/or adults residing in non-institutional community care settings
- With frequent consultation provides casework services in the children's or adult protective services programs while in the home or in placement
- Conducts interviews, visits with clients in their homes and in other non-office settings
- Develops, prepares and implements treatment service plans, and provides case management services
- Completes and gathers necessary records and reports
- Prepares appropriate case files, legal and casework documentation including the recording of relevant information
- Responds to emergency requests during regular work hours or at other times assigned, and provides emergency services via telephone or onsite of crisis scene which may be a hospital, home or police department
- Appears in court for court hearings as required, or is on stand-by, when necessary
- Determines the need for court hearings, schedules and notifies appropriate parties
- Prepares and submits written court reports/memos with recommendations for the court and carries out court ordered actions
- Files petitions, submission of court reports, and other actions, as needed
- Confers with County Counsel regarding petitions, reports, hearings and other litigation
- Maintains accurate and specific case records and logs in accordance with applicable laws and regulations, documenting in computer applications as required
- Maintains liaison activities with police jurisdictions, schools, and hospitals
- Makes presentations, provides education and outreach to community groups
- Prepares relevant correspondence
Adult Protective Services assignment: In addition to the typical tasks above, incumbents in this assignment may perform all or part of the following as well:
- Cross reports to law enforcement and other legal and regulatory entities
- Coordinates and collaborates with the District Attorney's and County Counsel's offices, as needed
- Collaborates with California State Community Care Licensing Division of local ombudsman on Residential Facility closure(s)
Children's Protective Services assignment: In addition to the typical tasks above, incumbents in this assignment may perform all or part of the following as well:
- Prepares and submits notifications, petitions, court reports, court memos and other Court documents for required Juvenile court hearings and procedures
- Prepares, testifies and carries out orders administered by the Juvenile Court on behalf of the agency
- Secures, visits and monitors out-of-home placements in/out of county for youth and young adults
- Assists teens and young adults in progressing toward independence and self-sufficiency
- Provides case management services for children and families involved in CFS, including, but not limited to, substance abuse, mental health, domestic violence and sexual abuse issues
Possession of a Valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's License will be accepted during the application process.Education:
Possession of a Master's degree from an accredited college or university with a major in social work, sociology, counseling or psychology, with a specialization in marriage, family and children or in a major within the social/human services field.Substitution for Education:
A Bachelor's degree from an accredited college or university with a major in psychology, sociology, social welfare or a closely related field and three (3) years of full-time or its equivalent experience as either a social caseworker in a public or private human services agency or as a Deputy Probation Officer performing juvenile investigations or supervision may be substituted for the required education. Selection Process

- Written Examination: May include multiple-choice questions, writing proficiency test, and scenario based competency/behavioral questions. Test items may consist of the following assessment categories: Analytical Ability, Interviewing Principles, Written Communication, and Interpersonal Skills. Candidates must obtain a rating of at least 70, which may be an adjusted score in accordance with the Personnel Management Regulations. (Weighted 100%).
The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.CONVICTION HISTORY
