SDOT's Policy & Planning Division plays a huge role in our city's transportation success and our "cool" factor by developing plans that transform our streets into exciting and inviting spaces. We help create the policies and fund the initiatives that propel the city forward. You'll work with Policy & Planning's Revenue & Capital Development team to help secure the resources to realize our ambitious goals - and many more. We're committed to securing nearly $400 million in grants to support the Levy to Move Seattle, and we compete for regional, state and federal grants ranging in size from $50k to more than $50 million.Your skills and experience in persuasive writing, capital project development, relationship-building, and project management will help us build an extraordinary transportation system for the future.

Job Responsibilities

Revenue Development
  • Participate in the ongoing development of Move Seattle levy leveraging strategies
  • Identify grant funding opportunities and prepare project funding applications, including working with project managers to develop scopes, schedules and budgets, then writing and editing content

Regional Transportation Planning
  • Brief elected officials and management on long-range regional transportation planning issues in writing and in person
  • Play a key role in our relationship with the Puget Sound Regional Council (PSRC) by representing Seattle's interests, coordinating with staff in multiple departments, and recommending policy positions
  • Coordinate staff activities on regional data collection and modeling initiatives, including information exchange, methodology development and implementation
  • Liaison with PSRC and City staff for development and management of the 2019 PSRC Regional Household Travel Survey

SDOT's Large Capital Project Prioritization Process
  • Manage the update of Seattle's long-range capital project planning and prioritization process
  • Work with project managers to ensure grant-funded project scopes are consistent with funding requirements and opportunities

Planning, Policy Development and Project Management
  • Serve as SDOT's deputy project manager for the congestion pricing study, with the potential to assume full project management duties over time
  • Manage other studies and projects related to transportation revenues, policies and plans; develop funding plans for sub-area and citywide plans
  • Track emerging changes to state and federal funding programs and assess potential opportunities and impacts
  • Support department goals in promoting diversity and social justice
  • Informally mentor staff who are new to grant writing


Minimum Qualifications:

Education: Bachelor's degree in city planning, transportation planning, engineering, communications, business administration or a related field. (Or an equivalent combination of education and experience that demonstrates the ability to perform the position duties).

Experience: 5 years of experience in transportation planning or a related field, including a minimum of 2 years of experience writing grants, proposals, policies or reports.

Desired Qualifications:
  • Master's degree in city planning, public administration, business administration, communications or a related field
  • Experience staffing or briefing elected officials
  • Experience developing and implementing prioritization frameworks for transportation projects
  • Experience managing planning studies that include community engagement elements
  • Grant writing experience, ideally with grants for state or federal funding for capital projects
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base
