Under managerial review, acts as a consultant, technical expert, system architect, or senior project manager in a large departmental Information Technology organization or may manage a very large and complex database environment.
Essential Job Functions
Provides expert consultant support to executive managers and departmental user management and makes recommendations for the solution of problems in various disciplines of information technology.
Develops technology goals, standards, strategies, and plans.
Develops and documents enterprise system architecture for the department.
Reviews systems proposals for conformance to standards and integration with the documented enterprise systems architecture.
Manages the design, development and implementation of the department's or a County-wide database environment.
Establishes standards for and reviews technical specifications in requests for proposal or requests for quote on contracts for outside vendor purchases.
Leads large information technology projects and applies appropriate solutions to highly complex systems, hardware, software, networking, programming and/or applications problems.
Develops enterprise information systems plans.
Makes decisions on major upgrades and architectural changes to support changing capacity requirements.
Reviews proposed systems designs to ensure that design criteria are compatible with enterprise development plans and provide the flexibility required by foreseeable future developments in systems requirements.
Consults with senior management and project development teams and advises them of alternatives available in system design.
Supervises or leads other information technology staff as needed.
Requirements MINIMUM REQUIREMENTS:TRAINING AND EXPERIENCE:
Two (2) years of experience, within the last three (3) years, at the level of Los Angeles County's class of Information Technology Specialist I*.LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.PHYSICAL CLASS:
2 - Light.
Light physical effort, which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.SPECIAL REQUIREMENT INFORMATION:
*Information Technology Specialist I in the County of Los Angeles is defined as, acts as a consultant, technical expert, systems architect, or a project manager in adepartmental Information Technology organization.
Additional Information EXAMINATION CONTENT:
This examination will consist of two (2) parts:Part I:
An evaluation of experience based upon application information weighted 50%.Part II:
An Appraisal of Promotability evaluating Job Preparation, Interpersonal and Verbal/Written Communication Skills, Analytical and Decision Making Ability, Work Skills, Adaptability, Dependability, and Ethics, and Leadership Skills weighted 50%.
Candidates must achieve a passing score of 70% or higher on each weighted part of this examination in order to be added to the eligible register.
Credit will be given to applicants who possess additional experience in excess of the MinimumRequirements.ELIGIBILITY INFORMATION:

The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months.
