The Position Bargaining Unit: DSA - Probation Unit of CCC The Contra Costa County Probation Department is seeking qualified individuals to fill vacancies for Juvenile Institution Officer I. The Probation Department has both temporary and permanent job openings, and Juvenile Institution Officers may work at Juvenile Hall (Martinez) and the Orin Allen Youth Rehabilitation Facility (Byron). Juvenile Institution Officers play a crucial role in the safety, security, and guidance of minors confined to County juvenile institutions and under the jurisdiction of the juvenile court. The major function of a Juvenile Institution Officer is the direction and supervision of the routine daily activities of detained youths - e.g., showering, housekeeping, school, yard work, meals, and recreational activities. Other duties of the position include providing situational counseling according to individual and group needs, explaining and participating in the enforcement of facility rules and regulations, providing transportation to and from the institutions, supervising vocational work crews, and preparing written reports and evaluations. Juvenile Institution Officers must have the ability to maintain consistent and regular attendance as well as the ability to work well with others. The eligible list established as a result of this examination may remain in effect for twelve (12) months. Promotional Opportunities: Juvenile Institution Officer I may promote to Juvenile Institution Officer II ($5,210 - $6,332) and Juvenile Institution Officer III ($5,534 - $6,727). EXAM DATES: (For applications received March 13- July 19, 2019) Written Examination: August 14thand16th, 2019 Typical Tasks Assist in maintaining security and safety for all staff and minors. This may include the use of verbal commands and/or physical force, mechanical or chemical restraints on out-of-control youth offenders Conduct searches of persons, packages, and premises for contraband and/or security concerns Accurately account for youthful offenders in assigned areas of responsibility, both on and off grounds Operate a motor vehicle as necessary; may transport youth offender to or from airports, BART stations, hospitals, court placements, other facilities or community service projects Conduct inspections for health and safety hazards and ensure cleanliness Prepare clear and accurate incident reports in an expeditious manner Report and properly document any suspected child abuse incidents in compliance with legal mandates General and crisis counseling of juveniles, offering advice and guidance Communicate with other facility staff regarding observations, and conclusions resulting from group interaction and individual offender behavior Oversee the supervision of youthful offender's mealtime, personal care, recreation, and other general activities Use a computer to access information, input data, prepare reports, correspondences, complete forms, or maintain records/statistics Participate in in-service training sessions Administer CPR or First Aid as necessary Make visual checks of minors for health and security purposes Oversee work programs (i.e., routine cleaning and maintenance). Perform and/or instruct minor in maintenance and housekeeping, to include laundry, kitchen assistance, landscape maintenance, community service and animal care Perform such other duties as the Court/Department may require Minimum Qualifications License Required: Candidates must possess and maintain throughout the duration of employment a Valid California Motor Vehicle Operator's License. Out of state valid Motor Vehicle Operator's License will be accepted during the application process. Education: Completion of 60 semester units or 90 quarter units from an accredited college or university which included at least 12 semester units or 18 quarter units in behavioral science fields such as criminology, corrections, social work, psychology or sociology. Substitution for Behavioral Science Course Work: One year of full-time (or equivalent to 2080 hours) of experience working in a secure detention facility, Juvenile Camp and/or Ranch Program may be substituted for 6 semester units or 9 quarter units towards the behavioral science course work requirement. Citizenship: Must be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship. Age Requirement: At least 21 years of age. Physical Requirement: Ability to meet such health standards as may be prescribed by the County Medical Consultant. This will include a physical agility test as specified in California Government Code section 1031. Background: 1) Successful completion of a thorough background investigation and psychological evaluation, as specified in Section 1031 of the California Government Code; and 2) shall not have been convicted of a felony as an adult or juvenile in this or any other state or in a federal jurisdiction, or of any offense in any other state or in any federal jurisdiction which would have been a felony if committed in this state. Applicants who have attended a foreign or non-U.S. accredited university or college will be required to provide proof of education evaluation completed by an educational evaluation service affiliated with the National Association of Credentials Evaluation Services (NACES) with transcripts, when requested by the hiring department. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination. Written Exam: Candidates meeting the minimum qualifications will be invited to the written exam. The written exam is designed to measure general abilities and work attitudes that are important for performing successfully as a Juvenile Institution Officer. Physical Requirements: Those candidates who successfully pass the written exam may be required to pass drug screening, a physical agility test and/or a functional capacity evaluation pursuant to California Government Code section to 1031 prior to progressing further in the hiring process. Background Investigation: A Juvenile Institution Officer job offer is contingent upon the successful completion of a thorough background investigation. This includes written and oral psychological screening as specified in Section 1031 of the California Government Code. The background investigation also includes a criminal record investigation. Individuals will not be hired for this position if they have been convicted of a felony, as a juvenile or adult, in any state or federal jurisdiction or if they have committed an offense in another state or federal jurisdiction that would have been a felony if committed in this state. In evaluating candidates for this position, the Probation Department will additionally consider areas such as illegal drug use, driving record, financial responsibility, previous employment, honesty, and general conduct. The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices. As part of the application process, an applicant may be required to complete a Conviction History form. The Conviction History form should only be submitted when requested.
